Inabia is seeking an IT Procurement and Contract Manager to lead end-to-end procurement, solicitation, implementation project management, and contract oversight activities in support of IT program delivery. This role serves as the primary operational liaison between program staff, procurement stakeholders, and technical teams, ensuring contracts are executed on time and vendor implementations are delivered successfully. The ideal candidate brings a combination of IT procurement expertise, structured project management skills, and hands-on contract compliance experience.
Responsibilities
- Lead and manage all new procurement and contract renewal activities, ensuring alignment with IT policies, timelines, and agency and budget requirements.
- Coordinate with the GGDC Procurement Manager and GRC or enterprise legal resources to address compliance, contractual, or risk-related considerations.
- Maintain a comprehensive tracking system for upcoming renewals, procurement events, policy exceptions (PEs), and major contract milestones to ensure proactive engagement.
- Attend all PDE Procurement First meetings to represent OA OIT, gather requirements, and ensure consistent stakeholder understanding.
- Serve as the primary liaison between program staff and procurement stakeholders, clarifying needs and resolving process issues as they arise.
- Support PDE teams in developing solicitation materials including RFQs, RFPs, SOWs, and related documents, ensuring clarity, completeness, and alignment with IT standards.
- Advise program and OIT staff on recommended language to support accurate and complete vendor responses.
- Facilitate cross-functional coordination across PDE program areas, OIT, fiscal staff, and other contributors to gather inputs and advance solicitation packages to completion.
- Provide quality review on final solicitation documents prior to submission to procurement for publication.
- Serve as lead project manager for vendor implementation efforts, including COTS, MOTS, and similar technology solutions.
- Establish and maintain project plans, timelines, deliverables, and communication structures to ensure successful vendor onboarding and solution delivery.
- Coordinate across internal teams, vendor personnel, and technical stakeholders to manage risks, resolve issues, and maintain forward momentum.
- Track project progress against scope, budget, and contractual obligations, escalating concerns to leadership as needed.
- Provide regular status reporting and documentation to support transparency, informed decision-making, and effective project governance.
- Serve as the first technical point of contact for contract compliance checks and interpretation of technical obligations.
- Perform initial compliance assessments to ensure vendor activities align with contract terms, technical requirements, and program expectations.
- Escalate issues or complex technical questions to the Business Relationship Manager (BRM) as appropriate, ensuring timely resolution and clear communication.
- Maintain organized records of contract deliverables, performance metrics, amendments, and issue logs to support oversight and audit readiness.
Key Qualifications
- Demonstrated experience in IT procurement, contract management, or a closely related field.
- Proven ability to develop, review, and quality-check solicitation documents such as RFQs, RFPs, and SOWs.
- Strong project management skills with experience leading vendor implementation efforts for COTS, MOTS, or similar technology solutions.
- Ability to coordinate across diverse stakeholder groups including program staff, procurement offices, fiscal teams, and technical personnel.
- Experience maintaining contract and procurement tracking systems to support compliance and audit readiness.
- Solid understanding of IT policies, procurement regulations, and contract compliance frameworks.
- Strong written and verbal communication skills with the ability to translate complex technical requirements for non-technical audiences.
Preferred Qualifications
- Prior experience in a government or public sector IT environment.
- Familiarity with GRC frameworks and enterprise legal coordination processes.
- Project management certification (e.g., PMP, CAPM) or equivalent demonstrated experience.
